Marginal mill rate increase in Village of Girouxville

Shrinking funds through the province’s Municipal Sustainability Initiative (MSI) program in 2014, coupled with higher utility fees, has prompted the Village of Girouxville council to endorse a slight increase in municipal mill rates at its regular meeting on May 14.

Commentary: Time to stop using that revolving door!

The criminal justice system is based on the assumption that a person makes informed choices with respect to the decision to commit crimes. But what happens when that same assumption is applied to an offender with ‘a lifelong diagnosis of brain damage;’ with symptoms consistent with criminal behaviour. How does the court, which deals with evidence and reasonable doubt, address an ‘invisible disability?’
