Town of Falher awards contract for rec complex improvements

Town of Falher council is taking steps to make the community environmentally friendly.
A contract was awarded to Cimco Refrigeration of Edmonton to install a new heat reclaim system at the recreation complex in town.
CAO Gerard Nicolet explains this system will allow heat produced by compressors in the building to be re-utilized.
“Heat produced by the system will be salvaged,” says Nicolet. “This will provide floor heating on both floors of the foyer.”
Additional systems will be able to be tied into the heat reclaim system in the future, which could not only lower heating costs but make the building more ecologically friendly.
The project will commence this summer, and will cost a total of $100,000. However; $62,800 has been received from the Cities and Communities Grant program for green energy fund. Nicolet explains the input costs for the town will likely be recovered in five years or less.
Economic Development
Town council has made amotion to withdraw from the Smoky River Economic Development Board effective January 1.
Reasoning for this decision includes the town dealing with a tighter financial budget this year. Nicolet explains some of the programs the town participates in had to be reviewed.
Smoky River tourism
Council has awarded $2 per capita to the Smoky River Tourism Association.
These funds will be used as a general contribution to the operation of the tourism association.
Noise Bylaw
Falher town council has amended the old noise bylaw to include items of concern in the community.
Bylaw 0902 will replace the previous bylaw first instated in May 1983. Town of Falher CAO Gerard Nicolet explains the bylaw had to be amended because there were a number of things on the old bylaw that were antiquated.
“The purpose of the bylaw is to control unnecessary or unusual noise that endangers or disrupts the comforts of others in town,” says Nicolet.”
Included in the bylaw are motor vehicle noises such as sirens, motorcycles, mufflers and other noises identified by the provisions of the Highway Traffic Act.
Domestic noises, such as operating and lawn, garden or snow removal equipment, cannot be made between the hours of 10 p.m. and 8 a.m. The bylaw also identifies not tolerating the noises of dogs barking or howling at anytime of the day.
In addition, no person is allowed to produce any construction noises from 10 p.m. until 7 a.m. The only exception to this rule is if the construction work is in response of an emergency. A person is liable upon sum of conviction to a fine not exceeding $500.
